Shortness of breath and a good O2 Sat

I have had COPD for about 4 1/2 years. When I have a breathing incident where im very short of breath for several minutes, i can take my O2 saturation, and its 94 or 95. How can that be and still be short of breath? Could it be something other than COPD?
